摘　　要：挥发性有机物(VOCs)由于自身的毒性及对灰霾和光化学烟雾的贡献,其污染问题日益严重。日本是亚洲较早开展VOCs管理的国家,其固定源VOCs排放量2010年较2000年减少44.5%。通过梳理日本的VOCs减排成果,总结了日本针对VOCs开展削减的法规制定、行业协作、监管等方面的经验,结合我国实际情况,对国内重点行业和重点设施的VOCs控制和减排工作在强化行业力量,加强政府、企业及公众三方共同监督管理、提高公民环保意识和环保能力方面提出了建议和思考。Japan is an early player in carrying out the volatile organic compounds(VOCs) management in Asia, The VOCs emissions of its fixed sources reduced by 44.5% in 2010 in comparison with the year of 2000. By systematically coordinating the VOCs emission reduction result in Japan, the paper comes up with several valuable experiences in Japan, such as the formulation of the rules of law for cutting down VOCs emission, industry coordination, supervision and so on. In combination with the actual situations in China, the paper puts forward some suggestions and considerations in strengthening industry strength, the common supervision and management of the governments, enterprises and publics, and in improving the citizens' environmental awareness and the ability of environmental protection. The paper focuses on the key industries and key facilities of VOCs emission control and emission reduction in China.
