中日国民收入倍增计划及其意义的差异分析

摘　　要：中日两国的国民收入倍增计划既有相同点,又有不同之处。两国计划的差异主要表现在提出背景、经济基础及结构、形式、内容及措施、行政现代化程度、计划的现实意义等方面。日本的国民收入倍增计划为日本跨入先进国家行列奠定了坚实基础的同时也带来了公害等重大的负面效应;中国的双倍增计划是实现包容性增长和跨越中等收入陷阱的前提和重要途径,在实施该计划的整个过程中,应避免发生或极大地避免像日本在实施计划过程中所发生的那样的负面效应。因此,日本实施国民收入倍增计划的成功经验和教训对中国实施双倍增计划具有重要的参考和借鉴价值。The China-Japan national income doubling plan have same place already,have different place again. The differences between the two countries mainly show in the background,the economic basis and structure,form,content and measures,the degree of administrative modernization,the practical significance of the plan and so on. Although the Japan national income doubling plan has laid the foundation for Japan to enter advanced countries,it has brought about the negative effects of public nuisance. Whereas,the plan of China is the precondition and important way to realize inclusive growth and stay away from middle-income trap. So during the process of implementation the plan,we should avoid such negative effects like Japan. All in all,the successful experience and lessons of Japan national income doubling plan have important reference value for the implementation of double growth plan in China.
