日本民主党执政下南海政策转向的国内动因分析及影响

摘　　要：2009年南海主权争端激化,恰逢是年日本民主党上台首度实现真正意义上的政坛轮换。然而,鸠山由纪夫下台后,在其继任的民主党菅直人和野田佳彦两任首相任期内日本南海政策却发生了重大调整,由此前较为低调克制的战略渗透逐步转向公开介入,在政策立场、介入姿态和路径手段上都表现出新的变化。究其缘由,寻求缓解对美外交压力、弥合政坛朝野关系、转移国内矛盾以及提振民众支持的国内政治考量发挥了重要作用,凸显出日本国内存在的右倾保守思潮泛滥和对美从属外交路线僵化的根本问题。菅直人和野田佳彦两任内阁在南海政策上的急转弯凸显其短视的战略视野和稚嫩冒险的外交风格,为其后安倍内阁的南海政策运筹提供了干涉的基本范式,并且对中日关系的发展投下了巨大的阴影。The sovereignty disputes over the South China Sea became more intensified in 2009. The exact year, when the Japanese Democratic Party came to power for the first time, brought forth a de facto transfer of political power in Japan. However, after Yukio Hatoyama stepped down, his Democratic successor Naoto Kan and Yoshihiko Noda achieved a great shift of the South China Sea policy of Japan, from a relative low-key policy of strategic penetration to public intervention, showing a new change in the policy position, intervention attitude and path of means. Going into its reasons, it＇s easy for us to find out that it has played an important role in such aspects as easing the US diplomatic pressure on Japan, bridging the relations between the political parties, transferring internal contradictions and boosting the public support, which highlights the underlying internal problems of existence of right-wing conservative thoughts and the dependent diplomacy on the US. The sharp turn of the South China Sea policy taken by these two successors Kan and Noda also exposes their short-sighted strategic vision and immature adventurous diplomatic style. At the same time, it provides the basic pattern of interference in the South China Sea policy for the Abe Cabinet, and undoubtedly cast a dark shadow on Sino-Japanese relations.
