摘  要:发展低碳农业是实现农业可持续发展的必经之路。以黑龙江省的农业碳排放量及排放效率作为研究对象来对黑龙江省低碳农业发展水平进行评价分析,首先利用IPCC方法对黑龙江省13个市的碳排放量进行了估算,后建立农业碳排放量效率指标体系并利用DEA效率模型对黑龙江省13个市2006—2015年的农业碳排放进行了规模报酬不变和规模报酬可变的效率分析,研究结果表明:黑龙江省2006—2015年间各地区碳排放效率之间存在区域差异,且大部分地区的农业碳排放效率出现缓慢增长的趋势,大兴安岭地区的碳排放效率最高。针对以上结论,提出了相应的启示以期为其他省域实施低碳农业提供借鉴。Developing low carbon agricuhure is the only way to realize the sustainable development of agriculture. This paper takes Heilongjiang province agricultural carbon emissions and emission efficiency as the research object of low-carbon agricultural development in Heilongjiang province. The paper evaluates the level of carbon emission through IPCC of the 13 cities in Heilongjiang province. Agricuhural carbon emissions efficiency index system is es- tabished. The results show that there are regional differences in Heilongjiang province during 2006--2015 in terms of carbon emission efficiency, and most of the region's agricultural carbon emission efficiency grows slowly. The highest efficiency of carbon emissions in is Greater Khingan Range area. In view of the above conclusions, this pa- per puts forward the corresponding enlightenment to provide reference for the implementation of low-carbon agricul- ture in other provinces.
