武陵山片区县域扶贫综合绩效评价

摘　　要：基于武陵山片区的贫困特征,从贫困基础、健康保障、教育保障、基本生活保障和综合扶贫潜力等5个方面,构建了片区县域扶贫综合绩效评价指标体系.以片区71个县(市、区)为研究对象,收集2011—2015年的县域社会经济统计数据,对各县(市、区)这5年的扶贫综合绩效进行分析.结果显示,各县区域扶贫综合绩效值差异性具统计学意义,贵州省的整体扶贫综合绩效相对较好,湖北省和湖南省的一般,重庆市的相对较差.On account of the poverty features in the Mountainous Area of Wuling,this paper sets up a system of indicators for assessing the performance of poverty alleviation in terms of current situation,health service,education service,minimum living standard,and the potentials for comprehensive poverty alleviation.Based on the socioeconomic statistics in the 71 counties and cities in the Mountainous Area of Wuling from 2011 to 2015,we have conducted a comprehensive analysis of the poverty alleviation performance.The results show statistically significant differences.At provincial level,the counties in Guizhou province as a whole present a relatively good performance,compared with those in Hubei and Hunan provinces.The performance of those counties in Chongqing as a whole is comparatively poor.
