摘  要:我国西部的经济水平较低和环境污染较重现象并存,如何实现环境规制对环境改善和技术进步的"双赢"是一个重大课题。文章利用1998-2014年我国31个省市的面板数据,采取门限面板回归模型对全国与西部地区进行比较研究。研究发现:目前我国的省级绿色技术进步率逐年提升,西部较东、中部存在显著差距,说明应加强跨区域技术交流;环境规制对技术进步存在倒"N"型影响,但尚未出现第一个拐点;当前环境规制强度对技术进步存在着显著抑制作用,但作用门限递减,客观上反映了波特假说对我国的绿色工业发展具有较强的指导建议。The economic level of West China is low, and the environmental pollution is serious there, so it is a ma- jor issue to achieve the improvement of environment and technology through environmental regulation. Based on the panel data of 31 provinces in 1998-2014, a comparative research has done on western region and other re- gions of China by applying the Threshold Panel Regression Model, and it is found that: China's rate of green tech- nological progress at the provincial level is increasing, but the rate of the western region is much lower than that of the eastern and central regions of China. It means that cross-regional technical exchange should be strength- ened. Environmental regulation has some impact on technical progress as the current environmental regulation has obvious inhibiting effect on technical progress, but the negative effect is decreasing as the regulation is being strengthened, which imply that "Poter Hypothesis" can direct the development of China' green industry.
