摘　　要：《中共中央关于全面深化改革若干重大问题的决定》提出了"推进国家治理体系和治理能力现代化",这标志着我国国家治理进入了一个全新的发展阶段,为创新我国城市管理综合执法体制改革提供了新思路。本文论述了国家治理理论与城管综合执法体制相统合的必要性、可行性和实效性,并从治理体系改革与建构的角度出发,纲要性地指出城市管理综合执法治理体系是一个包括法律、道德、政策、思想等社会管理手段在内的综合治理体系,其核心是法律治理,以期为推进中国特色城市管理综合执法治理体系现代化指明努力方向。The Decision of the CPC Central Committee on Several Important Issues Concerning Comprehensively Deepening Reform proposed ＂modernizing China＇s governance system and capacity for governance＂, which indicates that our country＇s governance has entered a new stage of development and will provide new ideas for innovating reform of the comprehensive law enforcement system for urban management in China. This article discusses the necessity, feasibility and effectiveness of the combination of state governance theory and the comprehensive law enforcement system fbr urban management. From the perspective of the reform and structuring of the governance system, it points out that the comprehensive law enforcement governance system for urban management is a system that involves law, morality, policies, ideas and other social management tools and its core is legal governance, in order to chart the course for modernizing the comprehensive law enforcement governance system for urban management with Chinese characteristics.
