摘　　要：梳理了欧洲天然气容量的法规和市场模型:陆续发布了气体容量分配机制、统一输送资费及输气管道气体平衡等规定,逐步完善统一、透明、公平天然气容量市场;制定了储气容量透明化规定;建立了基于虚拟交易点的管网进出模型。最后,从欧洲天然气容量法规和模型中总结了对我国天然气容量市场的启示:应建立市场化的天然气容量配置机制,颁布天然气容量交易法律法规;应注意单条管道储气库间、区域性或全国性储气容量利用和运营的标准化;建立天然气市场模型,搭建容量平台,提高管网和储气库的利用效率。Both regulations and market models for European natural gas capacity were summarized. Some provisions relating to allocation mechanism of the gas capacity,the unified transmission charges and the balance of pipeline gas were released so as to have a more unified,more transparent and fairer gas market gradually; a transparent stipulation on the gas storage capacity was put forward,including the pipe network access model based on virtual trading point. Finally,the European inspirations for Chinese gas capacity market were presented below： market-oriented gas capacity allocation mechanism should be established and both laws and regulations on gas capacity transaction should be issued; standardizing the single pipeline gas storage,utilization and operation of regional or gas storage capacity should be concerned,including the establishment of the gas market model and building capacity platform to improve utilization efficiency of pipe network and gas storage.
