摘　　要：国家级新区是承担国家重大发展和改革开放战略任务的综合功能区,在政府主导下集聚了大量创新性制度要素和经济要素,成为所在地区重要的产业集聚区。以质量变革促使产业结构向现代产业体系转型,以动力变革驱动传统产业优化升级,以效率变革跻身全球生产的价值链中高端,是国家级新区发展集聚经济推动产业结构优化升级的内在机制。因循国家级新区的基本原则和战略定位,以创新要素驱动、关联经济驱动和融合发展驱动为模式推动国家级新区产业结构优化升级,完善现代产业体系,推进现代化经济体系建设。National New Area is a comprehensive functional area which shoulders the mission ot the natlonat major development and strategic of reform and opening-up, it has become an important industrial agglomeration area in the region and has gathered a large number of innovative institutional elements and economic factors under government-led. To transform the industrial structure to the modem industrial system with quality reformation, to drive the optimization and upgrading of traditional industries with new driver, to migrate to the high-end in global value chains with efficiency change, are the internal mechanism for the development of the agglomeration economy to promote the optimization and upgrading of the industrial structure in National New Area. Following the basic principles and strategic orientation of National New Area, and taking the innovation elements, relevance economy and integration development as the driving modes to promote the industrial upgrading, improve the modern industrial system and promote the construction of modernized economy.
