摘 要:近年来,关于减贫的理论和实践研究实现了井喷式发展,总体看来,对经济增长、收入分配与贫困之间的关系进行了深入的探讨,对各地的优秀案例进行深入剖析,但是,对"精准扶贫"的研究缺乏理论解释框架。本文借鉴发展经济学的基本理论,从制度、激励、组织和能力四个方面建立分析框架,认为乡村治理与反贫困,实际上关键是从这四个维度解决乡(镇)村干部的建设问题,并从这四个方面对农村反贫困制约因素进行了分析,提出基于该分析框架的农村治理与反贫困的基本实现路径。In recent years, the relationship analysis between economic growth, income distribution and poverty has been ex- plored deeply, and excellent case studies in various places have also been carried out. However, there is no theoretical explana- tion for the study of "precise poverty alleviation". Based on the basic theories of development economics, this article establishes the analytical framework from the four aspects of institution, incentive, organization and competence. It holds that the key to sol- ving the problems of rural governance and anti - poverty is the construction of town and village grass - roots cadres from these four dimensions, and it analyzes the rural anti - poverty constraints from these four aspects. Finally, we put forward the basic re- alization path of rural governance and anti - poverty based on the analytical framework.
