摘　　要：跨区域大气污染执法是大气污染执法主体跨越行政区域的限制而从事大气污染执法活动的一种新型执法方式,其目的是要超越行政区划对大气污染执法的阻隔,并促进区域大气污染执法的协同以及区域大气污染联防联控目标的实现。同传统的大气污染执法相比,跨区域大气污染执法具有执法主体的复合性、执法领域的限缩性、执法保障的全面性以及执法依据的多元性等特征。此外,作为一种新型的大气污染执法方式,跨区域大气污染执法的实施不仅在区域环境治理过程中具有重要的示范功能,还可以增强区域内地方政府间大气污染执法主体的互信,对传统执法模式所存在的执法力量分散、地方保护及执法俘获问题也有很好的消解作用。Trans - regional air pollution implementation is one type of air pollution implementation in which the administrative agents take air pollution implementing activities irrespective of the administrative regions, and its purpose is to go beyond the ad- ministrative barrier for the implementation of air pollution, in order to achieve the coordination of implementation of air pollution in the region. Compared with the traditional administrative implementation of air pollution, trans - regional air pollution implementation has many characteristics, such as comprehensive subject, limited application scope, full guaranteeing mechanism and diverse legal basis. As a new implementing type, the trans - regional air pollution implementation not only plays an important role in the whole regional environmental governance process, but also can enhance the trust among the local governments on regional air pollution governance and disperse the local protection and implementation capture problems.
