摘 要:传统的电网调度运行风险评估和控制方法只关注某一个调度阶段内的风险状况,忽略前一个调度阶段对后续阶段的影响,无法综合反映调度运行全过程的风险水平,也无法提供适应调度运行全过程风险控制的措施。为了解决当前调度运行风险评估和控制方法的不足,针对调度运行最典型的3个阶段(中短期、日前和日内实时),提出一种电网调度运行全过程风险跟踪与动态调控技术,能够对电网调度运行风险进行全程监控和深度防御,降低电网运行的风险水平,提高电力系统的供电可靠性。最后,介绍了该技术在国网浙江省电力公司调控中心的实际应用情况,验证了该技术的有效性。Traditional risk assessment and control methods of power grid dispatching focus on the risk condition in a dispatching period,neglecting the influence of the former period on the latter,which cannot comprehensively reflect the risk level of the whole dispatching process,or provide risk control advice adapted to the whole dispatching process. In order to solve the shortages of current scheduling operation risk assessment and control method,this paper proposes a technology of risk tracing and dynamic control for the whole process of power grid dispatching,according to the three most typical phases of dispatching operation,including mid-short term,day-ahead and real-time periods. This technology can reduce the risk level of power grid operation and increase the reliability of power system by monitoring and controlling risks of the whole process of power grid dispatching. Finally,this paper introduces the practical application of this technology in State Grid Zhejiang Electric Power Company,and verifies its effectiveness.
