新型城镇化对我国产业结构升级的影响

摘　　要：中国经济30多年持续保持年均近10%的高速增长,是与城镇化进程的快速推进密不可分的。城市化以经济发展为基础,产业发展对城镇化进程的支撑作用非常明显,而城镇化进程又会对产业发展特别是产业结构升级有着重要影响。从全国范围来看,新型城镇化对我国产业结构升级具有显著的负向影响;政府投资和环境规制等对产业结构升级影响显著;研发投入、居民消费等也均促进了产业结构升级。分地区来看,东部和中部地区的城镇化对产业结构变化影响不明显,而西部地区影响显著且结果为正。我国的人力资本优势不明显,受教育程度普遍偏低,没有为产业结构升级提供人力资本支持。为此,提出以下政策建议:加快推进城镇化模式创新;尽快形成产业结构优化的城市结构;结合各地情况制定不同的环境政策;全面提高教育水平;以区域联动推动产业协同实现产业结构升级等。China's economy has maintained an average annual growth rate of nearly 10% over the past 30 years, which is closely related to the rapid progress of urbanization. Urbanization is based on economic development, and industrial development plays an important supporting role in the process of urbanization. And the urbanization process will have an important impact on industrial development, especially the upgrading of industrial structure. The new urbanization has a significant negative impact on the upgrading of China's industrial structure from a nationwide perspective. Government investment and environmental regulation have significant impact on the upgrading of industrial structure. R & D investment, household consumption and other factors have also promoted the upgrading of industrial structure. From various regions, the urbanization in the eastern and central regions has no obvious influence on the industrial structure,while the western region has a significant impact and the resu lts are positive. China's human capital advantage is not obvious. And the education level is generally low. It does not provide human capital support for the upgrading of industrial structure. Therefore, we put forward the following policy suggestions. On one hand, the government should accelerate the urbanization mode innovation, forming an industrial structure optimized urban structure as soon as possible.On the other hand, different environmental policies should be formulated according to local conditions. At the same time,government should improve the level of education in an all-round way. Finally, we can promote industrial synergy and upgrade the industrial structure by regional linkage.
