摘　　要：随着各行各业无线电业务的发展和5G系统的成熟,频谱资源不足的问题越来越突出。因此,对于频谱分配和分配后的频谱使用效率评估成为提高频谱利用效率的重要问题之一。提出了一种面向5G系统的地面移动通信(IMT)网络频谱使用效率评估方法和体系,能够有效地反映影响IMT系统频谱使用效率的主要因素,相关结果已写入ITU-R相关建议书,这对频谱规划和评估具有较强的指导意义。With the development of radio services and the maturity of 5G systems, the lack of spectrum resources becomes more and more obvious. Therefore, the most important problem is to evaluate the spectrum utilization efficiency after spectrum assignment. We propose a spectrum efficiency evaluation method and system for 5G based IMT system. This method can reflect the main factors which affect the spectrum utilization efficiency of IMT system. This method has been accepted by ITU-R related recommendations. This method has strong guiding significanccs for the spectrum arrangement and evaluation.
