长株潭城市群一体化程度测度与评价

摘　　要：区域发展是动态的，城市群发展的实质就是区域一体化不断推进的过程，是一个从布局合理到功能完善再到制度整合的纵深推进过程，以此构建长株潭城市群区域一体化程度综合测度指标，对长株潭城市群2003-2015年一体化程度进行定量测度，结果表明：（1）2003-2015年长株潭城市群一体化程度在不断加深并呈现较为明显的阶段性，一体化综合得分从2003年的0．0754增长到2015年的0．8854；②在影响布局一体化因素中，交通设施对其影响最为明显，产业分工指数呈现下降趋势，生态空间指数则增长缓慢；③在五大区域流动要素中，人口流动变化幅度较小，货物流动、资金流动、信息流动、技术流动四者上升明显；④制度一体化对城市群一体化发展影响最大，其中战略协议指数值在2006年增长较为明显，而政策认同指数值在研究期内整体呈现阶梯向上趋势。Regional development is a dynamic process, and the development of urban agglomeration is in essence a process of constantly regional integration, a process evolving from reasonable layout, perfection of functions to the integration of system, to determine comprehensive evaluation index of the integration degree of Changsha-Zhuzhou- Xiangtan Urban Agglomeration for the quantitative measurement of the integration degree of Changsha-Zhuzhou- Xiangtan Urban Agglomeration from 2003 to 2015. The results showed that： 1） the degree of integration of Changsha- Zhuzhou-Xiangtan Urban Agglomeration from 2003 to 2015 was deepened constantly and presented periodic development, with comprehensive scores of integration increasing from 0.0754 in 2003 to 0.8854 in 2015; 2）traffic facilities was among one of the factors affecting integrated layout most significantly, and the industrial division index showed a downward trend, while ecological spatial index increased slowly; 3）Among five regional flow factors, population flow changed insignificantly, while the flow of goods, capital flow, information flow and technology flow improved significantly; 4）the integration of system had the greatest impact on the integrated development of urban agglomeration, and the strategic agreement index increased most significantly in 2006, while policy identity showed an upward trend during the research period.
