摘　　要：分析了建设特困老人"双关爱"服务体系的大背景,指出了浙江特困老人"双关爱"服务体系建设的意义,最后提出了建设浙江特困老人"双关爱"服务体系的策略。This paper analyzes the background of the construction of the elderly poor "double care service system, points out the construction of Zhejiang elderly poor" double care service system, finally put forward some suggestions of Zhejiang elderly poor double care service system of countermeasures.
