摘　　要：非政府人权组织是重要的非政府组织,它的目的是保护或者促进、改善国内或全世界各国的人权状况,致力于人权事业的发展。目前,非政府人权组织从最开始的人权保护拓展到参与社会治理的诸多方面,并在社会治理中发挥着独特的作用,这包括它能推动保护人权的国家层面政策、法律、条约的制定,能促进社会层面各社会组织间的多领域、多层次合作,并形成对个人层面全方位的权利关注和保护。非政府人权组织在社会治理中发挥作用的原因是多方面的,具体包括非政府人权组织本身具有独特的优势,政府对非政府人权组织的鼓励和支持,公民权利意识的觉醒和对非政府人权组织的客观需要三个方面,认识到这一点,有助于进一步促进其发展。The non-governmental human rights organization constitutesan important part of thenon-governmental organizations, whose purpose is to protect, promote, and improve the human rights situation at home and abroad. This organization is committed to the development of human rights. The non-governmental human rights organization started its protection of human rights in the beginning, and extended to participate in many aspects of social govern- ance, and is now playing a unique role in tile social governance. Its unique role includes the promotion of policy, law and treaty making for the protection of human rights on the national level, reinforcement of the multi-field and muhi-level cooperation between the social organizations, and the comprehensive concern and protection of the indi- vidual human rights. There is a variety of reasons for the non-governmental human rights organization to play an im- portant role in social governance, including its unique advantage of human rights protection, the encouragement and support of the government, the awakening of citizens＇ rights consciousness and the objective need of the non-govern- mental human rights organization. Awareness of these various reasons will help to promote the development of the non-governmental human rights organization.
