民主党派提案制度的运作逻辑研究——以H区政协民主党派十四届一至五次会议提案为例

摘　　要：提案制度是民主党派参政议政的重要方式。文章以G省H区政协民主党派十四届一至五次会议的提案为例,探讨提案制度的具体流程与政治功能,认为提案制度的运作流程赋予了民主党派不可替代的政治功能,但在某种程度上也消解了其参政党的党派色彩。民主党派应该充分利用课题调研与政党协商的制度平台来提升自身的参政议政能力,凸显自身参政党的政治角色。The proposal system is an important way for the democratic parties to participate in political affairs. Taking the recent five-year proposals of the democratic parties of H District CPPCC as an example, this paper discusses the specific process and political function of the proposal system in depth. This paper argues that the operation process of the proposal system gives the democratic parties the irreplaceable political functions. But to some extent it dispels the participating role of other democratic parties. The democratic parties should make full use of the system platform of subject research and political consultation to enhance their ability to participate in administration and discussion of state affairs, and highlight the political role of their Darticipating parties.
