摘　　要：美国档案法规系统是一个比较平衡的系统,较好地诠释了"大智立法""法因时移""一准乎法""奉法者强"之间的逻辑关系。完善制度供给、严格行政监管、平衡激励约束、注重社会管理、提供有效公共服务、不断增强群众获得感,是档案治理现代化现实路径。本文试图从理念、技术、工具、实践四个角度切入,分析美国档案管理制度运行范式,希望对档案法治核心(规制、能力)提升有所裨益。The United States Archives Regulation System is a relatively balanced system, which better interprets the logical relationship between ＂Big wisdom Legislation＂＂Law Time-shifting＂＂Exactly One Law＂＂Strong One＇s Belief in Law＂. Improve the system supplies, strict administrative supervision, balance the incentive and constraint, pay attention to social management, provide effective public services, and continuously strengthens people＇s sense of having gained are the realistic routine of archives management modernization. This paper attempts to cut through the four latitudes of philosophy, technology, tools and practices to empirically analyze the operating paradigm of the U.S. archives management system, and hopes the analyzation will benefit the core of the rule of law （regulation and ability）
