摘　　要："一带一路"是我国统筹国内国外宏观大局做出的重要倡议,迄今为止取得了丰硕成果。在此形势下,铁路凭借自身优势,成为助推"一带一路"重要倡议的先行者,铁路走出去就是具体体现。分析铁路走出去新形势;总结国际互认存在的问题与对策,以便充分利用认证认可的国际化特点,有效打破国外技术壁垒,促进贸易便利化;论述质量管理与认证的辩证关系,以期实施全面质量管理,提升高铁产品质量。The Belt and Road is an important initiative developed by China based on the overall circumstances athome and abroad,which has made fruitful achievements. In this situation,by virtue of its own advantages,the rail-way industry have become the pioneer of the important initiative the Belt and Road. The going-out of the railway in-dustry is the very concrete reflection of such an initiative. The article analyses the new situation of going out in therailway industry;summarizes the problems in mutual recognition around the world and their countermeasures,aim-ing to take full advantage of the internationalization of certification and authentication,effectively break the overseastechnical barriers and promote trade facilitation;specifies the dialectical relationship between quality control andcertification,aiming to carry out total quality management and improve the product quality of high-speed trains.
