摘　　要：资源昆虫在中国具有悠久的发展历史,尤其蚕丝产业是传统的出口创汇产业。在互联网+时代背景下资源昆虫产业将面临前所未有的发展机遇及挑战。资源昆虫产业在国民经济发展中发挥重要作用,但在现阶段发展过程中面临相关政策法规不配套;宣传普及工作不到位、种类普查不力及基础研究缓慢、资源昆虫产业上下游环节小弱散和产业人才队伍及基础设施建设滞后等问题。因此,建议政府应出台资源昆虫产业相关的政策、法规及管理办法;保护和发扬现有资源昆虫产业、开拓新资源昆虫种类;加大资源昆虫产业基础研究及新产品研发投入力度;构建资源昆虫产业发展新模式;宣传和树立资源昆虫产业知识及产权意识;重视资源昆虫产业人才培养;促进互联网与资源昆虫产业深度融合。以期为资源昆虫产业实现产业升级改造,利用供给侧结构性改革契机有效对接国家"一带一路"战略提供参考。This research is aimed at providing reference for upgrading and rebuilding the industry of resource insects and effectively docking the national Belt-and-Road strategy with the new chance for the supply-side structural reform. Resource insects have a very long history in China and especially the silk industry is one of the traditional export industries. In the Internet plus era the industry of resource insects will usher in unprecedented opportunities and challenges. Currently, the industry of resource insects is confronted with problems： Relevant policies and regulations do not match; both propaganda and popularization are inadequate; species census is poorly done and basic research is slow; the industrial upstream has not a strong and close relation with the downstream; and the constructions of personnel team and infrastructure lag. The government should formulate resource-insects-industryrelated policies, laws, regulations and administrative measures, protect the current resource insects industry, develop new resource insect species, increase the investment in the basic research on the resource insects industry and the development of new products of the resource insects industry, construct a new developmental mode for the industry of resource insects, spread the industrial knowledge of resource insects, develop the awareness of intellectual property rights of resource insects, stress talented personnel cultivation, and promote the integration between the Internet and the industry of resource insects.
