重特大交通事故军地联合应急医学救援的现状分析

摘　　要：目的讨论重特大交通事故军地联合应急医学救援模式的建设构想。方法对比国内外交通事故军地联合医学救援的现状,分析我国军地联合救援存在的问题,进而用Delphi法,对重特大交通事故应急医学救援过程中,军地联合的紧密程度、军地联合协同的关键以及下一步军地联合建设的重点进行专家咨询。结果 60%专家认为目前军地联合的紧密程度处于一般水平,对于协同的关键,专家意见集中于组织指挥、医疗后送和物资保障等方面,对于下一步建设重点,专家观点集中于规章制度与联演联训建设等。结论建议从完善制度、联演联训、物资管理、信息系统构建以及灵活宣传等方面有重点地创建重特大交通事故军地联合应急医学救援模式。Objective To discuss how to perfect the military-civilian combination with emergency medical rescue of fatal traffic accident.Methods Situations of emergency medical joint rescue of current traffic accident both at home and abroad were compared,and the short board in Chinese military-civilian combination rescue was analyzed.Using Delphi method,the closeness of military-civilian combination,key factors of military synergy and next joint construction of military-civilian combination were discussed through expert consultation.Results About 60%experts believed that the closeness of current military-civilian combination were just in general levels.For the key factors to military synergy,experts opinions were focused on organization and command,medical evacuation and material support.For the next joint construction,experts focused on rules and regulations,training and manoeuvre.Conclusion It is suggested that the militarycivilian combination mode should be constructed with emphasis on rules and regulations,training and manoeuvres,materials management,design of information system and flexible propaganda.
