摘　　要：针对国有林场森林资源有偿使用实践中出现的流程不规范、有偿使用主体权责不明、缺少资金及政策扶持、收益分配不合理等问题,基于实地调研和文献研究,文章从有偿使用的流程管理、收益分配、监管机制三个方面探索设计国有林场森林资源有偿使用机制。最后,以森林旅游/康养产业和林下经济产业为例,阐述了国有林场森林资源有偿使用机制的具体形式。There are many problems in the practice of forest resources paid use of state-owned forest farms, such as the process is not standardized, the rights and responsibilities of the subject of paid use are not clear, lack of funds and policy support , the income distribution is not reasonable etc.. Based on the investigation and literature research, this paper designed the system of paid use of forest resources in state-owned forest farms from three aspects： process management, income distribution and regulatory mechanism. Finally, taking the forest tourism/forest rehabilitation industry and under-forest economy industry as examples, the specific implementation measures of the mechanism were expounded.
