摘　　要：在可持续发展思想的指导下对森林经营过程和成效进行测评是实现森林可持续经营的重要保障。东北地区国有林区在我国具有战略地位。文章根据国际森林可持续经营评价的两条主线,结合基于流程的绩效评价理论建立了“面向经营成效、基于经营流程、指导经营实践”的三层次森林经营绩效评价指标体系。通过建立层次指标间的因果关系实现经营过程和经营成效的结合,在森林可持续经营背景下精细化东北林区森林管理经营。Measurement of forest management process and effectiveness under the guidance of sustainable developm- wnt thought is an important guarantee for sustainable forest management. The state-owned forest regions in Northeast China have strategic position in China. According to the two main lines of international sustainable forest man- agement, this paper established a performance measurement index system of the forest management, which was ＂result oriented, process based and guiding practice＂, combined with the theory of performance measurement based on process. By establishing the causal relationship to achieve a combination of business processes and operating result so as to to refine forest management in northeast forest regions under the background of sustainable forest management.
