摘 要:近年来,我国的政府环境信息公开在立法和实践上都不断完善,公开内容、范围、质量不断提高,但也存在问题和不足。对于政府环境信息公开实践中存在的公开主体范围窄、方式混乱、非常态化等问题,亟待扩大环境信息公开主体,明确公开的内容和范围,建立统一、便民的环境信息公开平台,完善环境知情权保障和救济机制。长远来看,可开展专门的《信息公开法》立法,构建政府信息公开法律体系;建立"信息官"制度,提高政府信息管理水平和信息公开能力,并建立"阳光政府",强化环境问题的民主参与意识。In recent years, though the Chinese government's disclosure of environmental information has made great progress both in legislation and in practice, there remain problems and shortcomings, including the limited range of disclosure subject, the chaotic approaches, and the imperfect normalization. Therefore it is urgent to expand the range of subject, define the content and scope, establish a unified, convenient environmental information disclosure platform, protect the right to gain environmental information, and construct a remedy system. In the long run, NPC can promote the legislation of"Information Disclosure Law", create a system of the government information disclosure and develop the governmental capacity of information management and disclosure. Thus China's environmental information disclosure system can be perfected, and democratic participation in environmental affairs can be expanded.
