城市公共危机治理下公众主动参与有效性研究——基于协同治理视角

摘　　要：城市公共危机的发生与公众利益息息相关，因此对城市公共危机的治理离不开公众参与。重视公众力量在应对城市公共危机中的重要作用，有利于政府城市管理工作效率的提高，也有利于实现多元主体协同治理的良性互动。然而，公众参与城市公共危机治理的现实条件并不完全具备，这已经成为协同治理效应的“短板”，公众参与意愿、制度障碍与观念差异等因素均对公众参与城市公共危机治理的有效性产生影响。提高城市公共危机治理中公众主动参与的有效性，可通过培育公众参与意识，提高公众参与能力；重视公众参与意愿，赋予公众权利均等化；转变政府治理理念，打破行政地域限制；开辟多元化公众参与渠道，传播真实信息；实行危机治理社会监督，增强公众互信程度等路径实现。The occurrence of urban public crisis is closely related to the public interest; therefore,the study of urban public crisis can not be separated from citizen participation. Paying attention to the important role of the public power in dealing with the urban public crisis is beneficial to improve the efficiency of the government and city management,and form a benign interaction effect between the government municipal administration and citizen participation. As a matter of fact,citizen participation in the urban public crisis governance is not fully available. Therefore,through the analysis of the citizen participation,the construction of citizen participation mechanism in public crisis governance was studied,and then put forward the corresponding measures to realize the mechanism of citizen participation,providing ideas for resolving conflicts of city public crisis management to improve the efficiency of public management.
