摘　　要：公共文化服务是公共服务的重要组成内容,公共文化资源是公共文化服务的基础。公共文化资源整合充不充分、效益有没有发挥好,事关公共文化服务的质量,影响着公众对公共文化服务的满意感和获得感。对公共文化资源整合进行绩效评估,是促进政府更好提供公共文化资源,发挥公共文化资源整体性、全局化服务于公共文化建设的重要手段。通过文献回顾界定公共文化资源整合绩效评估的内涵,设计"投入—产出—效果"模型,并依据"SMART"原则和"4E"评价方法构建指标体系,进行实证筛选和权重设计,最终构建一个适用于区域公共文化资源整合绩效评估的指标体系,并以杭州市辖区为例进行实证研究。Public cultural resources are the foundation of public cultural services as an important part of public services. The adequacy and efficiency of the integration of public cultural resources are closely related to the quality of public cultural services, which influence the public＇ s satisfaction and access to public cultural services. The performance evaluation of the integration of public cultural resources is an important means to accelerate the government to provide better public cultural resources, promote the integrity of public cultural resources, and serve the public culture in an integrated manner. This paper defines the connotation of performance evaluation of public cultural resources integration through literature review, designs ＂input - output - effect＂ model and constructs index system based on ＂SMART＂ principle and ＂4E＂ evaluation method to carry out empirical screening and weight design. Finally, it constructs an index system that is suitable for performance evaluation of the integration of regional public cultural resources, and takes Hangzhou as an example to conduct an empirical research.
