摘　　要：译文选自科茨1987年发表在《激进政治经济学评论》上的《长波和积累的社会结构:一个评论与再解释》,该文于1994年收入科茨、麦克唐纳、里奇共同主编的《积累的社会结构:增长和危机的政治经济学》论文集。科茨在1994年的论文集中,对1987年原文进行了题目改动和部分删减。变化如下:(1)把文章题目改为《解释积累的社会结构理论》;(2)删减了"资本积累的相关理论"这一部分内容;(3)1987年科茨一贯用的是"长波"概念,而1994年论文集中,科茨引入了"长期波动"概念。对此,科茨作了简要说明:积累的社会结构理论的早期表达,采用了"长波"概念,是指与康德拉季耶夫和熊彼特著作相联系的50年长周期;而后,积累的社会结构理论的支持者们转而使用"长期波动"概念,目的是要表达长期快速增长和长期停滞的交替,而不是要表达某种周期性的、规则性模式。积累的社会结构理论具有三个重要理论价值。首先,SSA学派有助于马克思主义政治经济学走向"具体化"。SSA学派构筑了一个"中间层次"的分析范式,将马克思主义"生产力—生产关系"原理,具体化为"积累过程—积累的社会结构"。其次,SSA学派揭示了资本主义危机的本质。SSA学派用"积累的社会结构"来解释资本主义发展进程中的长期经济波动,认为SSA的建立与崩溃是资本主义经济繁荣与停滞更替的根本原因。例如,科茨将1982年以后至今的SSA定义为"新自由主义SSA",并认为这是2008年资本主义金融和经济危机的根源。最后,SSA学派的经济思想和分析方法为我国经济发展的阶段转变提供了一定的理论参考。当前我国经济已由高速增长阶段转向高质量发展阶段,处在质量变革、效率变革、动力变革的攻坚期。运用SSA方法,研究我国经济由高速增长阶段转向高质量发展阶段过程中经济增长和资本积累所需要的制度结构和制度条件The translation ＂Long Waves and Social Structures of Accumulation： A Critique and Reinterpretation＂ written by David M. Kotz was published in Review of Radical Political Economics in 1987. This essay was recorded in the Paper Collection Social Structures of Accumulation： The Political Economy of Growth and Crisis jointly edited by David M. Kotz, Terrence McDonough and Michael Reich in 1994. In this paper collection, Kotz revised the title and made partial deletion of the original edi- tion in 1987. Revisions are as follows： （1） changing the title to ＂Interpreting the social structure of accumulation theory＂; （2） deleting the part ＂Related Theories of Capital Accumulation＂; （3） Kotz adopted the concept ＂long waves＂ in 1987, while in the paper collection in 1994, he adopted another concept ＂long swings＂ . Kotz made a brief expla- nation to this： the earlier expression of social structure of accumulation ＂long waves＂ refers to fifty-year-long cycles associated with the work of Kondratieff and Schumpeter; over time, the advocates of the social structure of accumulation theory shifted to the term ＂long swings＂, in order to convey the iclea of alternating long periods of rapid growth and stagnation, instead of the cyclical regularity suggested by the term ＂long waves＂ There are three important theoretical values in SSA theory： Firstly, the SSA school contributes to Marxist political economy＇s level of abstraction. The SSA school provides an intermediate level of analysis, embodying Marxist theory on ＂the forces of production-the relations of production＂ into ＂accumulation-SSA＂ . Secondly, the SSA school reveals the essence of capitalist crises. The SSA school adopted ＂SSA＂ to explain long swings in the process of capitalist development, considering ＂the creation and col- lapse of SSA＂ as the primary cause of alternating economic prosperity and stagnation of capitalism. For instance, Kotz has defined SSA as ＂neoliberal SSA＂ since 1982, putting
