“第四方”队伍建设与政风行风热线的“再出发”——以南通人民广播电台“政风行风热线”栏目为例

摘　　要：为应对"政风行风热线"面临的挑战,南通市纪委监察局、南通人民广播电台精选和安排党风监督员和特邀监察员作为除电台、上线单位、群众之外的第四方参与热线节目。这一改革有助于创新节目形式,丰富节目内容,增强节目的公信力和亲和力,扩大政府信息公开,促进人民有序政治参与与群众诉求问题的有效解决,也有助于减轻纪委的工作压力,更好地发挥外部监督的作用。但要使"两员"队伍发挥更大的作用,使政风行风热线这一传统新闻监督和咨询服务类品牌栏目在新的历史条件下上水平、上层次,还需要优选上线人员,科学配置资源;加强学习培训,提升"两员"能力;加强彼此联系,实现有效沟通;做好追踪落实工作,促进群众诉求问题的最终解决。In response to the challenges in the Hotline Program, the Supervisory Bureau of the Eommumst Party Discipline Inspection Commission of Nantong City and People＇s Broadcasting Station of Nantong select the Party＇ s working style supervisors and the invited inspectors, to participate in the hotline programs as the fourth party in addition to radio, online unit, and the masses. This reform helps innovate the show forms, enrich its contents, enhance the credibility and affinity, enlarge the goverment information publicity, promote citizens＇ orderly political participation, and promote the solution of claimed problems, and it helps reduce the work pressure of discipline inspection commission so as to better play the role of the external supervision. To better play the team＇s role and enhance the traditional news supervision and consulting brand column under the new historical conditions, we should select the online personnel, allocate resources scientifically, strengthen study and training, improve their capacity, strengthen the contact of each other for effective communication, make the implementation of the track, and promote the demands for the final solution.
