摘　　要：党的十八大以来,我国石油天然气行业体制机制改革步伐明显加快,一系列改革政策和措施相继推出,涵盖了上游准入、市场化定价、管网改革、市场监管、原油进出口管理等。2017年5月,中共中央、国务院又出台了《关于深化石油天然气体制改革的若干意见》,从顶层设计上指明了我国油气行业体制改革的方向、目标、路径和任务。油气行业改革的各项举措有效地增强了市场活力,促进了市场对油气资源的合理配置,为国内油气行业持续稳步发展打造了良好政策环境。Since the 18th National Congress of the Communist Party of China, China＇s oil and gas industry institutional and mechanism reform speeding up the pace, a series of reform policies and measures have been launched, covering the upstream admittance, market pricing reform, third parties open to infrastructure, market supervision, crude oil import and export management, etc. In May 2017, the state council and the central committee of the communist party of China issued Several Opinions on Deepening the Institutional Reform of Oil and Gas Industry, and pointed out the reform direction, target, pathway and key tasks of China＇s oil and gas industry from the point of top-level design. The oil and gas industry reform initiatives effectively enhances the market vigor, promotes the rational allocation of oil and gas resources in the market, steady development for domestic oil and gas industry to create a good policy environment.
