摘　　要：分析政府向NPO购买服务的实践模式,发现在购买过程中仍然存在NPO独立性不足、政府与NPO之间信任关系的缺失、"自上而下"与"自下而上"的整合能力不足以及NPO缺乏核心竞争力等现实困境。NPO要实现走出发展困境的优化路径,需要重新梳理与政府间的关系,构建多元合作的服务体系;转变NPO发展向度,由粗放式经营转为精细化追求,同时建立信任、合作、认同的关系。After analyzing the government＇s practice mode of purchasing services from NPO, it is found thatthere is lack of NPO independence in the process of purchasing, lack of trust in the relationship betweengovernment and NPO, lack of integration capacity in ＂top-down＂ and ＂bottom-up＂ aspects and lack of corecompetitiveness for NPO. In order to achieve the optimal development path for NPO to solve its dilemma, weneed to sort out the relationship with the government, build a service system of multiple cooperations, change thedevelopment orientation of NPO, turning from extensive management to elaborate pursuit, and build arelationship of trust, cooperation and identification.
