摘　　要：高流动性社会的制度困境与无根化社会的价值困境,让"何处栖身"与"何以安身"成为当代中国城乡治理的"阿喀琉斯之踵"。因公共服务水平、共同体精神、发展机会与吸引力四大维度的差异性,导致乡愁与城愁的内涵与发生机理呈现双向交融的特征,并通过"新型城镇化"战略平台的塑造,达到统筹舒解乡愁与城愁之目标。李昌平、贺雪峰、熊万胜对乡村建设提出的各种发展思路仍然是基于乡村建设的自身视角,缺乏从城市群/区域中国统筹城市中国与乡村中国的融合发展的视角。在新时代实施乡村振兴战略,推进乡村建设,有效化解乡愁和城愁的交互之困,首先不能脱离当代中国现代化建设的主导动力的国家战略构建之道;其次不能忘记长期城乡分治带来的城市优于农村的发展地域选择之道;最后不能放弃未来几十年尚有五六亿不得不留守在乡村的广大农村居民迫切希望改善日常生活品质的安身立命之道。振兴乡村的有效路径在于,通过统筹城市群/区域中国的战略,推进城市中国与乡村中国的融合发展进程,让处于多个城市群、大都市圈辐射与交汇的广大农村地区分享城乡融合发展的红利。The institutional dilemma of high mobility society and the value dilemma of rootless society make "where to live" and "how to live" to be the "Achilles heel" of urban and rural governance in Contemporary China. Due to the differences of the four dimensions of the level of public service, community spirit, development opportunities and the attraction, the connotations and mechanisms of homesickness and urban psychic anxiety are mixed interacted processes, and will be relieved by the platform of New-style Urbanization. From the perspective of rural construction, Li Changping, He Xuefeng and Xiong Wansheng put forward some development suggestions on rural construction, which lack of the perspective from urban agglomeration/Regional China. In the New Era, we will implement the strategy of rural revitalization, promote rural construction, and effectively solve the problem of the interaction between homesickness and urban psychic anxiety.We should never forget the basic laws of national strategy in contemporary China, the better choice of cities prior to the countrysides and the desire for improving the quality of daily life of 500-600 million peasants who will have to stay in the countrysides in future. The effective path of rural revitalization is to promote the process of integration between urban and rural China, and let the vast rural areas benefit from the strategy of urban agglomeration/Regional China.
