摘 要:历史风貌环境保护土地管理主要涉及土地储备、土地供应、土地开发和存量盘活等环节。应建立灵活多样的保护政策和开发促保护的运作机制。鼓励企业在风貌保护规划指导下,对历史建筑和历史文化风貌区进行保护更新和再开发利用,使经营者得到长期利益。根据风貌区内不同区段的价值潜力,按照风貌规划对历史建筑拍卖长期使用权。在保持老建筑外观基础上,对其内部功能进行改造,开发创意、旅游产业等,提升区位价值达到盈利,实现项目资金自我平衡。寻找保护和开发利用的结合点,使历史建筑和风貌区环境得以更有效保护和利用,发挥建筑的艺术价值。The land management of historical landscape environmental protection mainly involves thelinks of land reserve, land supply, land development and stock inventory. We should be establish flexible protective policies and develop the operational mechanism for protecting through development. The enterprises should be encouraged to protect and renew historical buildings and historical andcultural areas under the guidance of landscape protection planning, so that operators can gain long-term benefits. For example, according to the value potential of different sections in the landscape area,the long-term use right of historical buildings should be auctioned according to the planning. On thebasis of keeping the appearance of old buildings, we should transform their internal functions, develop creative industries, tourism industries, etc.,or serve as high-end clubs, enhance location value andmake profits, so as to achieve self balance of project funds. We should find the combination of protection and exploitation, protect and utilize the historical buildings and the environment of thehistorical landscape effectively, give play to the artistic value of architecture.
