摘　　要：按照党的十九大报告要求"推进合宪性审查工作",将会带来法治建设领域革命性的变革,让法治原则和法治精神真正落到实处。要充分发挥合宪性审查在维护社会主义法制统一原则方面的重要作用,必须完善合宪性审查运行机制和具体制度,推动合宪性审查工作走向规范化轨道。应当结合国外合宪性审查工作的实践做法,探讨我国现行法律制度框架内的"合宪性审查"的概念、合宪性审查的对象、合宪性审查的机制、合宪性审查的程序等与合宪性审查工作相关的制度特征,并从推动合宪性审查工作实效化的角度,健全和完善合宪性审查工作的机制制度。Based on the requirement of "Promoting the Work of Constitutional Review" which is put forward for the first time in the report of the 19th National Congress of the CPC, in light of the characteristics of the construction of the mechanism and system of the constitutional review in other countries, this article refers to the conception and characteristics of constitutional review within the framework of the current legal system in China, the types of the constitutional review, the object and scope of the constitutional review, the relationship between the constitutional review and the review of the legitimacy, the functional distinction between the constitutional review and the review on unconstitutionality, and the theoretical and practical problems that need to be solved urgently while strengthening the constitutional review mechanism in our country. It is very important to correctly understand the theoretical and practical significance of "Promoting the Work of Constitutional Review" put forward by the 19th National Congress of the Communist Party of China, and develop the basic legal theory of constitutional review that requires more research attention.
