关于交通运输五年规划体系的思考

摘　　要：交通运输五年规划在国民经济和社会发展规划体系中占有重要地位,是政府指导交通运输领域发展和审批、核准重大交通项目,安排政府投资,制定政策的依据。建国以来,交通运输五年规划的内容不断演变,时代性、综合性、集成性、公共政策等特点日益突出。作为规划编制工作的顶层设计,交通运输五年规划体系仍存在一些问题,国家交通运输五年规划体系应遵循科学性、协调性、严肃性、操作性原则,合理设置专项规划。Five-year plan for transportation has an important role in economic and social development plan system, and provides basis for government to guide transportation development, approve major projects, arrange financial investment and formulate polices. Since 1949, content of five year plan for transportation has changed, with remarkable characters of times, comprehensiveness, integration and public policies. As master design of planning, some problems exist in the five year plan system of transportation. It＇s necessary for national five year plan system of transportation to follow the principles of scientific, harmonious, strict and operable natures, and set up subject plans reasonably.
