摘　　要：目的探讨检验检疫部门如何更好地开展高风险特殊物品风险评估工作。方法通过探讨目前出入境特殊物品风险评估工作面临的挑战,探索调整传统的二元化的风险评估结构,尝试将地方政府引入风险评估前期资源准备工作中。结论江苏口岸出入境高风险特殊物品风险评估三方共建共享模式研究从提供特殊物品风险评估专家备选资源、协助接受企业咨询等方面对高风险特殊物品风险评估工作给予支持,有助于从根本上抓住对入出境特殊物品进行科学、有效的卫生检疫监管的关键点,但在实施过程中也要把握好关和度。Objective To examine how inspection and quarantine departments can better carry out risk assess- ment of high-risk special products. Methods The paper explores the challenges what the current risk assess- ment of special products for entry -exit faced by, and tries to adjust the traditional dual risk assessment structure through introducing local governments into the preliminary preparation of risk assessment. Conclusion The re- search of tripartite co-construction and sharing modes of entry-exit risk assessment for high-risk special products at jiangsu port provides support from the aspects of providing alternative resources for risk assessment experts and assisting with business consulting, which helps to fundamentally seize the key points for scientific and effective sanitation and quarantine supervision for entry-exit special items. Also,it has a good grasp in the implementation process.
