摘　　要："罗斯福新政"在应对20世纪30年代经济大危机的同时,也采取多种措施治理黑风暴引发的自然灾害。罗斯福救助灾民、移民、改革耕种方式、革新农具、保护土壤、建设防护林和保护区等举措改变了美国联邦政府的灾害政策,促进了美国经济的复苏和生态环境的改善,为美国的可持续发展迈出了重要的一步。Abastract:Roosevelt's New Deal not only responded to the economic crisis of the 1930 s,but also managed the Black Blizzard that raged the United States at that time.Roosevelt took measures to protect the victims,migrants;reformed farming methods and farm implements,built shelterbelts and nature reserve to promote the recovery of the U.S.economy.Roosevelt's New Deal has changed the federal disaster policy and taken the first step in sustainable development.
