摘　　要：在所有大国经济以及国际组织中,都在审查由信用评估所引发的债务危机。同时,对其活动的法律规制以及法律监督也都正在考虑之中。本文论及信用评估机构监督和国家的要求、信用评估机构的权利和义务、评估的准确与质量保证、民事责任、非委托评估的特殊问题以及外部评估的委托是否以及在可以的情况下如何被作为一种监督工具使用等问题的现状及其未来发展。Both in all large national economies and in international organizations, the liability risks incurred by Credit Rating Agencies are being examined and legal regulation of their activities,as well as legal supervision,is under contemplation.This report deals with the present situation and the future of the supervision of Credit Rating Agencies and national requirements,the rights and obligations of Credit Rating Agencies, the assurance of quality and correctness of ratings,civil liability, the special problem of non-commissioned ratings,and finally whether and,if so,how the commissioning of external ratings can be used as a supervisory instrument.
