摘　　要：外交是制定和实施外交政策的活动。作为国内政治与国际政治的交接地带,外交从本质上说是一种政治活动。而政治就是传播,传播就是政治。结合戴维·伊斯顿、莫顿·A.卡普兰的国际政治系统理论和卡尔·多伊奇的政治传播理论,可以构建外交的政治传播系统模型,从全局和整体上把握从外交决策、外交立法到外交行政的全过程,全方位展现外交的基本形态。建立关于外交的一般意义上的理论,不仅有助于从认识论上统筹考虑各项外交活动,真正实现总体外交,而且有助于构建外交研究的理论体系,解答现存的某些理论困惑,为中国外交学的学科建设和人才培养提供一种整体性的路径。Diplomacy is the activities to formulate and implement foreign policy.As an intersection of domestic politics and international politics,diplomacy is essentially a political activity.Politics is communication,while communication is politics.Combined the theories of David Easton and Morton A.Kaplan about the international political system with Karl Deutsch's theory of political communication,it is possible to build a model of political communication system of diplomacy to understand systematically and holistically the whole process from diplomatic decision-making,diplomatic legislation,to diplomatic implementation,as well as to show the basic patterns of diplomacy.To propose a general theory of diplomacy is not only helpful to think of various diplomatic activities holistically from the perspective of epistemology,and to truly realize total diplomacy,but also conductive to build a theoretical system for research on diplomacy to solve some existing theoretical perplexities and to provide a holistic way to build the discipline and train talents for China's diplomacy.
