四川省参与艾滋病防治工作的社会组织现状分析

摘　　要：目的了解四川省参与艾滋病防治工作的社会组织（NGO）状况,分析其现状、人员及工作等情况,为有效提升社会组织参与艾滋病防治工作的能力及自身建设和发展提供参考。方法采用问卷调查的方式,对四川省参与艾滋病防治工作的社会组织进行调查,对问卷信息进行统计学分析。结果共调查135个社会组织,进行注册备案的63个（46.67%）;共有艾防人员696人,其中36.64%（255人）来源于高危人群及艾滋病病毒（HIV）感染者/艾滋病（AIDS）病人,大专及以上学历占62.21%（433人）,卫生专业的工作人员占35.20%（245人）。工作覆盖范围以所在地的区（县）为主（57.04%）,工作对象主要针对大众人群（60.00%）、HIV感染者（51.85%）、流动人口（48.89%）,主要工作内容是宣传教育（93.33%）、行为干预（84.44%）、咨询服务（77.04%）;主要的需求或困难是在资金（70.37%）和人员方面（69.63%）。结论四川省参与艾滋病防治的社会组织人员配置基本能够满足工作需要,但组织成员稳定性、自身硬件设施及服务能力仍需要提高,资金和政策保障仍需要加强。Objective To understand the holistic situation of the non-government organizations（NGOs）involved in HIV/AIDS prevention and control in Sichuan province,and analyze the status,members and operation to provide reference for NGO development and their capacity building.Methods Questionnaires were used to investigate the NGOs participating in HIV/AIDS prevention and control,followed by the data analysis.Results 135 NGOs were investigated,among which 46.67%（63/135）were registered with 696 staff working to provide HIV/AIDS related services（36.64%=255/696 from grass-root community-based organizations）.62.21%（433/696）of the staff got the educational level of college or above,35.20%（245/696）were health profession,57.04% working with the counties geographically,and 60.00% serving for the general population,51.85% for people living with HIV/AIDS,and 48.89% for floating population.Their major activities concentrated in health education and publicity（93.33%）,behavioral intervention（84.44%）and counselling services（77.04%）.Their main demand or difficulties were fund（70.37%）and human resources（69.63%）.Conclusion NGOs involved in HIV/AIDS prevention and control play the important roles in Sichuan.However,they need more support to keep their organizations in development and to strengthen their capacity in the future.
