摘　　要：社区是社会的细胞,在推进国家治理体系与治理能力现代化的背景下,首当其冲的是要推进社区治理体系与治理能力现代化。然而,当前,社区治理却面临着无意愿、无主体、无动力、无方法、无资源的"五无"难题。通过社区公益券的积分获取、兑换和流通,解决社区治理难题,为当前社区治理的推进提供了一个新抓手。Under the circumstance of advancing the modernization of the national governance system and governance capability, community, as the cell of society, is the first to bear the brunt of modernizing governance system and governance capabilities. Nevertheless, at present, there still exists ＂five No＂ issues in community governance, namely ＂no will, no subject, no power, no method, and no resources＂. In view of this, this paper puts forward the concept of ＂communi- ty public service coupon＂. By analyzing the obtaining, exchange and circulation of integration of community public service coupon, this paper illustrates the concreate ways to solve the issues in community governance, the effectiveness of governance and the applied scope of community public service coupon, providing a new handle to advance the community governance.
