对基本医疗保险基金“支高于收”的研究评述

摘　　要：本文通过梳理目前基本医疗保险基金的现状,整理出目前基本医疗保险基金的种类、统筹范围等,并把目前学术界对基本医疗保险基金支高于收的研究归纳为三个部分,最后提出城镇职工个人账户基金沉淀过多的问题、生育保险并入基本医疗保险的问题、省级统筹下基金可持续性的问题这三个可能会影响"支高于收"的研究方向,以期对基本医疗保险基金的进一步研究能够有所帮助。According to the current situation of the basic medical insurance, this paper summarizes the types and scope of co--ordination of the basic medical insurance fund. The research about more ex- pense than income of the fund of basic medical insurance can be classified into three parts. It is held that the three problems, i.e. excessive precipitation of urban employees＂ personal account funds, the issue of maternity insurance incorporation into basic medical insurance, and the problem of sustainability of the fund under the provincial level, may affect the research direction of more expense than income.
