摘 要:当前共有产权房已经在我国多座城市开始试点推广,取得了一定的成绩。但是,作为保障性住房的一类,融资渠道较为单一,资金缺口较大。文章在对共有产权房资产证券化可行性分析的基础上,构建共有产权房资产证券化框架,并设计共有产权房资产证券化具体操作流程,将证券化过程分为组建、发行和清算三个阶段九个步骤进行阐述。针对证券化过程中存在的问题,文章提出建立共有产权房资产证券化体系;推动资产证券化立法;加强监管,建立投资者保护机制等建议,拟为缓解当前共有产权房建设资金不足问题提供参考。At present,the co-ownership house has been launched in many cities in China,and has achieved some success. However,as a kind of affordable housing,the financing channels are relatively single and the funding gap is relatively large. Based on the analysis of the feasibility of assets securitization of co-ownership house,this article constructs the asset securitization framework of common property rights house,and designs the concrete operational process of assets securitization of co-ownership house. The process of securitization is divided into three stages including nine steps: formation stage,distribution stage and liquidation stage. For the problems that exist in the process of securitization,this article puts forward some suggestions: establish a joint property securitization system for co-ownership house; promote asset securitization legislation; strengthen supervision; establish investor protection mechanism and so on.
