基于全球矿业发展经验的新常态下中国矿业发展路径分析

摘　　要：自2008年金融危机以来,全球矿业进入深度调整期,中国矿业也呈现增长乏力、供需失衡、矿业投资急剧下降等矿业低迷期的特征,然而从时间和空间上来看,矿业低迷期也并非近期和中国所特有。为此,本文将通过综合第二次世界大战后全球矿业及其相关经济数据,重点分析20世纪90年代矿业萧条期周期性特征,同时选取美国、英国、日本等国的样本为参照,探讨各国在矿业萧条期下的矿业发展路径。研究表明:矿业周期与矿产资源消费周期密切相关,同时,在矿业衰退期到来之前,一国应及时从资源战略、产业政策及选择、企业发展三个层面采取相应的措施,促进矿业可持续发展。同时,本文对新常态下中国矿业发展提出三点建议:一是推动矿业生产向高端演进;二是促进矿业与下游产业融合发展;三是加速矿业向海外转移。Since the financial crisis in 2008,the global mining industry went into a deep adjustment phase,China＇s mining industry presents some characteristics of the downturn,such as weak growth,imbalance between supply and demand,the sharp decline in mining investment,etc.However,from the perspective of time and space,the mining downturn is not immediate and unique to China.This article will integrate mining production and other related industries data in the world after the second world war,focus on analysis of mining in the 1990＇s recession periodic features.At the same time,we select the United Kingdom,Japan,the United States and other countries as the reference,to explore the development path under the depression of mining industry.Studies show that consumption of mineral resources and the mining cycle is closely related to,and before the arrival of mining recession,a country should take corresponding measures to maintain high growth from three aspects：resource strategy,industrial policy and choice,enterprise development.Meanwhile,this paper puts forward three-point proposal for the development of China＇s mining industry in the new normal：to promote the evolution of mining production to high-end;to promote the integration of mining and its downstream industries;to accelerate the transfer of domestic mining to overseas.
