摘　　要：为满足供给侧结构性改革,提升经济发展质量,我国矿产资源产业必须从总量扩张向提质增效转变。文章通过对内蒙古自治区矿产资源赋存特点与勘查开发及利用现状的研究,剖析了矿产资源产业发展中存在的一些共性问题。为实现矿产资源高效利用,围绕"新常态"下,如何科学发展矿产资源产业,从政策、体制、效益等方面提出了研究意见,主要包含了坚持简政放权、推动产业转型升级等供给侧改革措施,促成矿产资源产业创新、绿色、协调发展的崭新局面。For meeting the demand of supply-side structural reform and improving the quality of economic development,our country should translate the mode of exploration and exploitation mineral resources,which is from volume expansion to mention quality efficiency.This article illustrates the storage characteristics and present situation of the mineral resources in the Inner Mongolia,analyses the facing problems of exploration and development.Under the ＂new normal＂,around how to realize scientific development of mineral resources industry,this paper,aims at promoting the efficient utilization of mineral resources,contributing to a new situation of mineral resources industry,that contains five development concepts,from aspects of policy,system and comprehensive benefits,etc,proposes supply-side reform measures such as we should adhering to streamline administration and delegate power and monetary easing policy,and promote industrial transformation and upgrading.
