公共信息服务社会共治内涵与运行机理分析

摘　　要：公共信息服务社会共治是一个多主体、多要素、多机制构成的复杂体系和运行过程,其主要价值指向是完善公共信息服务的组织结构、治理责任和价值协同,实现公共信息服务公平与效率的双重目标。文章对上述内涵与价值指向的意义进行了分析。从服务主体结构的重构、多元化机制的融合、社会共治的工具组合、多重价值取向的达成、服务层次的转型升级、服务功能的虚拟化等方面具体讨论了公共信息服务社会共治的运行机理。The social co-governance of public information service is a complex system and operating process composed by multi-agent,multi-element,and multi-mechanism,which is aimed at improving the organizational structure,governance responsibility,and value synergy of public information service,and realizing the double objectives of fairness and efficiency of public information service. This paper analyzes the significance of the connotations and value orientation of the above mentioned conceptions. Particularly,it discusses the operating mechanism of the social co-governance of public information service from different aspects,such as the reconstruction of service providers,the integration of multi-mechanism,the combination of tools concerning social co-governance,the agreement of multi-value orientations,the transformation and upgrading of public service level,and the virtualization of service functions.
