面向战略情报研究的协同情报服务体系构建——基于科技前沿跟踪与预测实践分析

摘　　要：[目的/意义]技术创新范式的演变使得分布式协同逐渐成为战略情报研究的主导工作模式。协同情报研究网络的形成需要从内部给予多维度的情报服务支撑。[方法/过程]文章基于科技前沿跟踪与预测研究实践,认为科技情报机构在协同情报服务体系中应该发挥综合集成与情报协同两大作用。[结果/结论]从工作协同、知识协同、情报能力协同及外部资源协同4个层面,提出面向协同式战略情报研究的协同情报服务体系框架。[Purpose/significance]The evolution of technological innovation paradigm makes distributed collaboration gradually become the dominant mode of strategic intelligence research. The formation of collaborative research network needs to be supported by internal intelligence service from different dimensions. [Method/process]Based on the practice of tracking and forecasting frontier science and technology,this paper considers that scientific and technological intelligence agencies should play two roles： meta synthesis and intelligence collaboration. [Result/conclusion] The paper proposes collaborative intelligence service system framework for strategic intelligence research from the aspects of work collaboration,knowledge collaboration,intelligence capabilities collaboration,and external resources collaboration.
