摘  要:体制建设是加强国家治理体系现代化的重要方面,亦是提高国家治理水平的有效途径。实践表明,体制优化是我国机关事务治理现代化的关键,省级机关事务管理体制建设,则是机关事务管理体制优化的重要基础。党的十八大以来,我国省级机关事务工作在机构设置、职能配置和组织定位等方面深化体制改革,取得了诸多宝贵经验,逐步形成了四种典型模式。与此同时,在改革中也遇到了一些难题。为了进一步深化改革,必须在党的领导下进行顶层设计,以提升新时代机关事务管理的治理水平。According to several present practical experiences, an efficient and resilient system of governance is an effective implementation to boost capabilities of governance, and also a key to the modernization of government offices administration. Successfully constructing the system of provincial government offices administration could lay a solid foundation for the modernization of the whole system of China. Provincial government offices administration has enhanced the system reform since the 18th CPC National Congress, also, gained numerous valuable experiences and came up with four typical models in terms of institutional arrangement, functional allocation and organizational orientation. However, there are actually plenty of difficulties during the process of the system reform. Therefore, it is necessary to carry out the top-level design with the lead of the CPC, to upgrade the level of government offices in the New Era.
