On the Examination of Office Administration Affairs by Government Effectiveness

摘　　要：政府效能是政府产出和政府预期达成目标的后果之间的比较。政府效能评价,不同于表示投入和资源比率的经济节约评价,也不同于表示产出和投入比率的效率评价。从政府效能出发,当前机关事务工作有着不同于其他政府部门和以往机关事务工作的现实特点,这就要求机关事务工作最终能以政府效能为依归,全面检视机关事务工作绩效的有效性。Government effectiveness means the ratio between government outputs and outcomes that the government expected to realize. The evaluation of government effectiveness is different from the economy evaluation by ratio between inputs and resources, and is also different from the efficiency evaluation by ratio between outputs and inputs. From the requirements of government effectiveness, the current office administration affairs have different characteristics from those of other government departments and the past, which requires the work of office administration affairs to rest on government effectiveness ultimately in order to fully examine the work effectiveness of office administration affairs.
