摘 要:已有文献发现,地方政府民生财政支出水平与民众的公共服务满意度之间缺乏显著相关性,这意味着单独提高民生公共财政给付水平无法提高民众的公共服务满意度。使用县级医疗公共服务满意度嵌套数据,本文研究发现,民众会将本地区民生财政支出水平与毗邻地区进行标尺比较,比较的结果显著影响民众对医疗公共服务的满意程度。这意味着影响公共服务满意度的可能主要不是地区内绝对财政给付水平,而是地区间相对差异。本研究提示我们,通过增加财政投入提升公共服务均等化的努力虽然不会提升发达地区民众对公共服务满意的概率,但会降低落后地区民众对公共服务不满意的概率。Previous studies find that there is no significant correlation between the amount of public expenditure on livelihood and citizens' satisfaction with public services ( CSPS ), which indicates that raising the public expenditure on livelihood cannot improve CSPS. Based on the county-level nested data on citizens' satisfaction with public health services, we argue that citizens may compare local public expenditure on livelihood with that of their adjacent areas, and the comparison result will significantly affect their satisfaction with public services, which means the level of CSPS depends more on the relative level rather than the absolute level of public expenditures on livelihood. Our study suggests that efforts to enhance equalization of public services through increased financial input will not increase the probability of CSPS in developed areas, but will reduce the probability of citizens' dissatisfaction with public services in underdeveloped areas.
